Almost every practical step of a move to Portugal asks for the same nine digits: your NIF, the Número de Identificação Fiscal. Landlords put it on the lease, banks need it to open an account, phone carriers ask for it on contracts, and the health service links it to your patient record. Most Americans get it before or soon after they arrive, so it helps to understand how the number works and which route to use.

What the NIF is

The NIF is your taxpayer number with the Autoridade Tributária e Aduaneira (AT), Portugal's tax and customs authority, which runs the Portal das Finanças. The AT states that registering as a taxpayer is mandatory for anyone, Portuguese or foreign, resident or not, who has tax obligations in Portugal or wants to exercise rights before the AT.

According to the AT's guidance for foreign citizens:

  • the NIF for an individual has nine digits: eight sequential digits followed by a check digit;
  • the number stays the same for life, whether you are registered as a resident or a non-resident;
  • the AT describes the NIF as essential for many everyday acts beyond tax, naming employment, contracts, opening bank accounts and social security.

The government's gov.pt guide for foreigners puts it the same way: the NIF lets you work, open a bank account and meet your tax obligations. Requesting a NIF is free, according to gov.pt.

Resident or non-resident: how the AT registers you

When an American requests a NIF before becoming a Portuguese tax resident, the AT assigns it with a foreign address, meaning you are registered as a non-resident. The AT's guidance says that once you meet the conditions to be a Portuguese tax resident, you must ask for a change of address to your Portuguese address. The number does not change; only your status and address on file do.

This matters later. Your residence permit, your tax return and the way banks report your account all key off what the AT has on file. After you move and start a lease, update your address with the AT.

Route 1: in person at a tax office or Loja do Cidadão

You can request the NIF yourself at any Serviço de Finanças (tax office) or Loja do Cidadão (citizen shop). The AT requires an appointment in advance. You can book one:

  • on the Portal das Finanças, under Contactos > Atendimento por Marcação, choosing the option for a NIF request or address change for people without a Portuguese citizen card, with the subject "Identificação" and sub-subject "Pedido de NIF", and your ID document number in the notes;
  • by calling the AT's call centre (CAT) on (+351) 217 206 707 on working days from 9:00 to 19:00.

Bring:

  • a valid passport;
  • a document showing your address abroad, unless your ID document already shows it.

The AT notes that a third-country national applying in person normally needs an entry visa in the passport, with an exception for nationals of countries exempt from Schengen visas. US citizens fall under that exception, so a US passport without a visa is acceptable for this purpose. If you hold a Portuguese residence permit, gov.pt says residents should bring their ID or passport and the residence title.

Documents in a foreign language must be presented with a certified translation, and the AT accepts originals or certified copies, or simple copies accompanied by the originals.

Route 2: online through a representative, before you move

If you live outside the EU, the AT lets a legal representative request your NIF through the Portal das Finanças e-balcão. The representative files a new question under Registo Contribuinte > Identific > Atrib/Alter NIF-Singulares, attaching:

  • a copy of your passport;
  • a document showing your address abroad, unless your passport shows it;
  • the representative's own ID;
  • a power of attorney giving them authority to request the NIF.

The AT says the power of attorney needs a certified signature unless it is granted to a lawyer or solicitor identified as such. In practice, Americans who want a NIF before their consular visa appointment often use this route, either with a lawyer or with a trusted person in Portugal.

The AT draws a distinction worth knowing: a legal representative (representante legal) acts for you in this request, while a fiscal representative (representante fiscal) is a separate role covered next.

When you need a fiscal representative

The AT states that you do not have to appoint a fiscal representative at the moment the NIF is assigned to you as a non-resident. The obligation arises once you establish a tax relationship with Portugal. The AT gives examples: owning a vehicle registered in Portugal, owning property in Portugal, signing an employment contract for work in Portugal, or carrying out self-employed activity in Portugal.

From that point, a non-resident living outside the EU has 15 days to do one of two things:

  • appoint a fiscal representative with an address in Portugal; or
  • sign up for an electronic notification channel, either the Portal das Finanças electronic notifications system or the ViaCTT electronic mailbox.

There is one stricter case. If you live outside the EU and will work on a self-employed basis in Portugal, the AT says you must appoint a VAT fiscal representative who is a VAT-registered taxpayer resident in Portugal, and you must do so before starting the activity. Electronic notifications do not replace this requirement.

Once you become a Portuguese tax resident and update your address, the non-resident representation rules stop applying.

Where you will use the NIF

  • Renting: Portuguese landlords register leases with the tax authority and need the tenant's NIF.
  • Banking: the AT names opening a bank account as one of the acts that requires a NIF.
  • Work and social security: gov.pt says anyone, resident or not, who works and pays taxes in Portugal must have a NIF, and you will also need a NISS (social security number) to work.
  • Health: gov.pt lists the NIF among the details linked to your SNS patient number, the número de utente.
  • Children: gov.pt notes that children also need a NIF so parents can include their health and education expenses in the household IRS income tax return.
  • Utilities, phone and internet contracts: providers ask for it as part of the contract.

One-stop requests after you arrive

gov.pt describes a combined service run by AIMA for foreigners with a Portuguese address that issues the NIF, the NISS and the SNS patient number in one request. It is currently offered at 12 Espaços Cidadão and is limited to specific groups, such as people who have requested international protection. If you do not fit those groups, gov.pt says to request each number separately, which is the path most Americans follow.

Requesting the NISS

The NISS is the social security number. gov.pt says foreigners without one can request it online through the Segurança Social portal by submitting a form with ID documents, proof of their work situation (for example a self-employment start declaration or, for digital nomads, an employment contract with a foreign employer), and proof of residence status. An employer can also request it for a new hire. The NISS request is free.

Common questions

Can I get a Portuguese NIF before I move? Yes. The tax authority lets a legal representative request it for you online through the Portal das Finanças e-balcão, with a copy of your passport, proof of your address abroad, and a power of attorney. The NIF is assigned with you registered as a non-resident.

Does it cost anything to get a NIF? No. gov.pt states that requesting the NIF is free. A lawyer or other representative you hire may charge for their own time.

Do I need a fiscal representative in Portugal? Not at the moment the NIF is assigned. If you live outside the EU and then establish a tax relationship, such as owning property or a car in Portugal or signing a work contract there, you have 15 days to appoint a fiscal representative or sign up for electronic notifications.

Will my NIF change when I become a resident? No. The number stays the same for life. You update your address with the tax authority so you are registered as a resident.
