Americans can visit Latvia without a visa, but a visit is not a move. Once you plan to stay longer than 90 days, or to work at all, Latvian law asks for a specific document: a long-stay visa or a residence permit. The rules are run by the Office of Citizenship and Migration Affairs, known by its Latvian initials PMLP and in English as OCMA. This guide walks through the main options for US citizens using OCMA's own pages, so you can see which route matches your situation before you contact a Latvian embassy.
The 90-day line
OCMA states that a residence permit is necessary if you want to reside in Latvia for more than 90 days within half a year, counting from your first day of entry. Latvia is part of the Schengen area, so a short stay counts against the shared Schengen allowance rather than a separate Latvian one. OCMA publishes a short-stay visa calculator on its visas page to help you count days.
Two kinds of permit exist. A temporary residence permit lets a foreigner live in Latvia for a set period. A permanent residence permit allows indefinite residence. Almost everyone moving from the US starts with a temporary permit or a long-stay (D) visa.
Work changes everything, even for visa-free travelers
The most important rule for Americans is easy to miss. US citizens do not need a visa to visit Latvia, but OCMA states that if the purpose of entry is employment, a visa or residence permit with the right to employment is required.
On its page about visas with the right to employment, OCMA is explicit: such a visa must be obtained before entering Latvia, at a Latvian representation abroad that is competent to examine visa applications, and this applies to foreigners who do not need a visa for other purposes. In practice, an American who has a Latvian job offer applies at a Latvian embassy or consulate before travel rather than flying in visa-free and sorting it out later.
The steps OCMA lists are:
- The employer obtains an opinion from the State Employment Agency.
- The employer arranges an invitation at an OCMA division.
- You submit the documents for a visa with the right to employment at the competent Latvian representation abroad.
Depending on the job, the visa can be a short-stay C visa, for work of no more than 90 days in a 180-day period, or a long-stay D visa valid for up to one year. Seasonal work visas run up to six months within a 12-month period. The visa sticker carries a remark that defines what you may do, for example the right to work with a specific employer, the right to work 20 hours per week, seasonal work, business, voluntary work, or the right to work with no restrictions. OCMA notes that foreigners may only do paid work once the right to employment has been confirmed, citing Section 9 of the Immigration Law and Cabinet Regulation No. 55.
The remote work visa (Latvia's digital nomad option)
Latvia's answer to the digital nomad question is a long-stay visa for remote work, valid for one year. According to OCMA, it is open to non-EU citizens who either work for an employer registered in a member state of the Organisation for Economic Co-operation and Development (OECD) or are self-employed and registered in an OECD country, and who can do their work remotely while in Latvia. The United States is an OECD member, so a US employer or a US-registered self-employment setup can fit.
The documents OCMA lists include:
- a valid passport (a copy if you apply by mail)
- the completed and signed visa form, filled in through the e-form
- a photo no older than six months
- health insurance valid in Latvia and the Schengen states, with a minimum coverage limit of 42,600 euros for the insurance period
- proof of where you will live in Latvia
- for employees: a document from the tax or social insurance authority of the OECD country confirming current employment, plus an employer certificate showing at least six months with that employer, your pay, and that you can work remotely
- for the self-employed: a document from the OECD country's tax administration certifying income over the last six months
- proof that the state fee has been paid
The income threshold is tied to Latvian wages. OCMA sets it at 2.5 times the previous year's average gross monthly wage, which it currently states as 4,213 euros per month. For employees, that is the pay level the employer certificate must show; for the self-employed, it is the monthly income level the tax document must certify over six months.
One restriction matters: OCMA states plainly that remote work visa holders do not have the right to employment in Latvia. You keep working for your foreign employer or your foreign clients; you cannot take a Latvian job on this visa.
Temporary residence permits for work and business
For longer stays tied to a Latvian job or a Latvian business, the route is a temporary residence permit. Latvia sets the money you must show in Cabinet Regulation No. 225, and OCMA publishes the current figures. From April 1, 2026, OCMA lists these monthly amounts, based on Central Statistical Bureau data:
- employment or commercial activity under Section 23, Paragraph one, Clauses 2, 3 and 4 of the Immigration Law: double the average gross monthly wage, 3,630 euros
- EU Blue Card: 1.5 times the average gross monthly wage, 2,723 euros
- EU Blue Card in a profession on the government's labour shortage list: 1.2 times the average wage, 2,178 euros
- other employment: the average wage in the relevant sector, or the sectoral minimum set by a general agreement; where the sector average is higher than the national average, the amount required is not less than the national average of 1,815 euros
- a regular personal pension, for the category under Section 23, Paragraph one, Clause 26: 1,231 euros
- cases not covered by the categories above: the minimum monthly wage, which OCMA gives as 780 euros
- each minor child: 234 euros
These numbers are reviewed each year, so check the OCMA page close to your application date.
Start-up founders and the EU Blue Card
OCMA keeps a dedicated page for start-up founders and EU Blue Card applicants, with step-by-step guides for both. The EU Blue Card is the EU-wide permit for highly qualified employees, and in Latvia its salary floor is the 1.5 times figure above (or 1.2 times in shortage professions). Start-up founders follow a separate guide published on the same OCMA page. Because these guides change, read the current version on OCMA's site rather than relying on a summary.
Which route fits
- You keep your US job or clients and want to live in Latvia for a year: the remote work long-stay visa. You need OECD-registered employment or self-employment and income of at least 2.5 times the Latvian average wage.
- You have a Latvian job offer: a visa with the right to employment, applied for at a Latvian representation abroad before you enter, followed where relevant by a temporary residence permit. Your employer starts the process.
- You are highly qualified with a qualifying salary: the EU Blue Card guide on OCMA's start-up founders and Blue Card page.
- You are founding a start-up: the start-up founders guide on the same page.
Practical points before you apply
OCMA's residence permit section links to its online portal for applying for a residence permit, document submission procedures, and the approval of invitation letters, which many work routes depend on. It also lists sanctions compliance rules and separate procedures for some nationalities that do not apply to US citizens.
After you arrive with a residence permit, Latvian rules on declaring your place of residence apply; OCMA covers this in its declaration of residence place section.
Common questions
Can I work in Latvia on a US passport without a visa? No. OCMA states that if the purpose of entry is employment, a visa or residence permit with the right to employment is required, and a visa with the right to employment must be obtained at a Latvian representation abroad before entering, even by people who can otherwise visit visa-free.
Does Latvia have a digital nomad visa? Latvia offers a one-year long-stay visa for remote work. It is for people employed by, or self-employed in, an OECD member country such as the United States, with income of at least 2.5 times the Latvian average gross monthly wage, which OCMA currently puts at 4,213 euros. Holders may not take employment in Latvia.
How long can I stay in Latvia before I need a residence permit? OCMA says a residence permit is needed to reside in Latvia for more than 90 days within half a year, counted from the first day of entry.
How much money do I need for a Latvian residence permit? It depends on the basis. OCMA lists, from April 1, 2026, 3,630 euros a month for employment or commercial activity under the main Immigration Law clauses, 2,723 euros for an EU Blue Card, and 780 euros where no specific category applies, plus 234 euros for each minor child.
