Landing in Riga with a US passport and a plan to stay is the easy part. The first weeks after arrival are about getting your name and address into the right Latvian registers, because almost every later step depends on them. This guide puts the registrations in a sensible order, explains what each one is for, and points you to the official Latvian pages that set the rules. It is written for US citizens. Latvian residents, EU citizens and their family members follow partly different rules that are not covered here.

The main institution you will deal with is the Office of Citizenship and Migration Affairs, known by its Latvian initials PMLP and in English as OCMA. It handles residence permits, identity documents, the Register of Natural Persons and the declaration of residence. Taxes sit with the State Revenue Service (VID), and state-funded healthcare is administered by the National Health Service (NVD).

Step 1: Make sure your legal basis to stay is in order

Before any address registration, the question is whether you are allowed to live in Latvia at all. OCMA states it plainly: a residence permit is necessary if you want to reside in Latvia for a period exceeding 90 days within half a year counting from the first day of entry. A residence permit can be temporary (for a defined period) or permanent.

For most Americans who move for work, study, family reunification or business, the temporary residence permit is the first document. OCMA runs a dedicated section for residence permits with application instructions, the document submission procedure, the approval of invitation letters, subsistence requirements, and separate guidance for start-up founders and EU Blue Card applicants. Read the section that matches your reason for moving, because the required documents differ by purpose.

A few practical points from OCMA's document submission page:

  • Foreigners can submit documents electronically if they are signed with a secure electronic signature with a timestamp, sent to an e-address or by email to OCMA or a territorial division.
  • Documents must be properly formatted, with copies certified, in formats such as PDF, eDoc or ASIC-E.
  • If you cannot sign electronically, OCMA accepts documents by post, both from foreigners in Latvia (for initial or renewed permit applications) and from those outside Latvia applying for renewal.
  • People living outside Latvia can also submit documents at a Latvian embassy.

As a newly arrived American you will almost certainly not have a Latvian secure e-signature yet, so plan on paper, post or an in-person appointment for the first round.

Step 2: Declare your place of residence

Once you have the right to live in Latvia and a place to live, you declare your place of residence. This puts your address into the Register of Natural Persons, the state population register that OCMA maintains. Ministries, municipalities, tax and health services read from it, which is why it comes before most other errands.

OCMA's questions and answers on the declaration explain how it works:

  • One main address. You declare one address as your main place of residence, the one where the state and the local government can reach you in legal matters. You may add any number of additional addresses if you wish.
  • Legal ground, not a pile of paper. On the declaration form you state the legal ground you have to live at that address, such as ownership or a lease. You do not need to produce any document other than your personal identification document, unless the local government has reasonable, stated doubts about what you wrote and asks for more.
  • A declaration does not create a right to live somewhere. OCMA says that a person may declare only an address where they have a legal ground to reside. A false declaration gives no civil-law right to stay there.
  • No limit on people per property. The rules set no cap on how many people can be declared at one property.
  • Changing address replaces the old one automatically. You do not need to ask the municipality to cancel your previous address. The new declaration replaces it in the register.
  • One month to update after a move. If your place of residence changes, OCMA states you must declare the new one within one month from the day you start living permanently at the new place.

You can declare at your local government or at OCMA. OCMA also offers the e-service "Declaration or designation of residence". When you use it, you identify yourself with an electronic signature (eID, eParaksts, eParaksts mobile or Smart-ID with biometrics), the address is checked against the State Address Register, the register updates immediately, and OCMA states there is no state fee. You can then check what is on file through the e-service "My data in the Register of Natural Persons".

If you need proof for a landlord, employer or bank, OCMA says the local government or OCMA will, on request, issue a document confirming the declaration once the register is updated, with no state fee at that moment. If you ask for the certificate later, a state fee applies under Cabinet Regulation No. 505.

Step 3: Tax registration and what VID needs from you

The State Revenue Service handles personal income tax. Its personal income tax section covers filing the annual income tax return, where to submit it, the forms, rates and due dates, and how to claim back overpaid tax. Whether Latvia treats you as tax resident, and what you must file, depends on your situation, so read VID's guidance and its due dates page as soon as you start earning in Latvia.

Your US obligations do not stop when you move. US citizens remain subject to US tax filing on worldwide income, so keep records of Latvian income and tax paid from the first month.

Step 4: Healthcare

Latvia's National Health Service (NVD) administers state-funded healthcare. Its pages describe the health care services guaranteed and provided by the state, including family doctor care, doctors on call outside family doctor hours, emergency medical service points, hospital admission, dental care, preventive check-ups with a general practitioner, cancer screening and vaccinations.

Access to state-funded care depends on your status, so check NVD's eligibility rules for your permit type before you assume you are covered. Until you confirm an entitlement, plan on private cover.

Once you are settled, registering with a family doctor is the gateway to most non-emergency care in the state system, so it belongs on your first-month list once your address and status are recorded.

Step 5: Tell the US government where you are

The US Embassy in Riga provides passport, notarial and emergency services to US citizens in Latvia. The embassy points Americans to the Smart Traveler Enrollment Program (STEP) at step.state.gov to receive security alerts and to let the embassy reach you in an emergency. Enrolling takes minutes and costs nothing.

If you lose your passport, the embassy is the place to replace it. Keep a scan of your passport and residence permit somewhere you can reach from any device.

A sensible order for the first month

  1. Arrive with your residence permit already issued, or with the documents ready to apply, depending on your category.
  2. Sign a lease or secure another legal ground to live at an address.
  3. Declare your place of residence with your local government or OCMA.
  4. Ask for the free confirmation of declaration at the same time if a bank, employer or landlord needs proof.
  5. Look into an eID or eParaksts so you can use e-services and sign documents electronically.
  6. Check your tax position with VID and your health care entitlement with NVD.
  7. Enroll in STEP with the US Embassy in Riga.

What each registration gives you

  • Residence permit: the legal right to stay beyond 90 days in a half-year period, and the basis for most other registrations.
  • Declared place of residence: your official address in the Register of Natural Persons, where state and municipal bodies send legal correspondence. Proof of declaration helps with banks, employers and services.
  • eID or e-signature: access to e-services such as the online declaration of residence, and the ability to submit signed documents to OCMA electronically.
  • VID registration and filing: a correct tax position in Latvia from the start.
  • Health care entitlement: access to state-funded care through a family doctor where your status allows it.

Common questions

Do I need a residence permit to stay in Latvia longer than 90 days? Yes. OCMA states that a residence permit is necessary if you want to reside in Latvia for more than 90 days within half a year, counted from your first day of entry.

What documents do I need to declare my place of residence in Latvia? OCMA says you state your legal ground to live at the address on the declaration form and show only your personal identification document. The local government can ask for more only if it has reasonable doubts and gives reasons.

Is there a fee to declare my address in Latvia? OCMA states there is no state fee for the electronic service Declaration or designation of residence. A confirmation of the declaration is free if you request it when the register is updated; a later certificate carries a state fee.

How quickly must I update my address after moving within Latvia? OCMA says you must declare the new place of residence within one month from the day you start living permanently at the new address. The old address is replaced automatically.
