Malta's Nomad Residence Permit lets non-EU citizens live in Malta while working remotely for employers or clients outside the country. For Americans with a remote job or a freelance business serving foreign clients, it is one of the simpler ways to live in Malta for a year or more without entering the Maltese job market. Residency Malta Agency runs the programme. This guide covers who qualifies, the income threshold, the document checklist and how renewal works, based on the agency's eligibility page, checklist and FAQs.

Who the permit is for

The permit is for third-country nationals who can work remotely, using technology, from Malta. Residency Malta sets out three categories. You must be one of:

  1. An employee of a company registered outside Malta, with a contract of employment with that foreign employer.
  2. A partner or shareholder of a company registered outside Malta, carrying out business activities for that company.
  3. A freelancer or consultant offering services to clients whose companies are registered outside Malta.

The important limit: you cannot provide services to Maltese clients or to a Malta-registered company, including a Maltese subsidiary of your foreign employer. The permit is built on the idea that your income comes from abroad.

The income threshold

Residency Malta requires a gross annual income of €42,000. Applications filed before 1 April 2024 were assessed at €32,400, which matters only if you are renewing a permit granted under the older threshold.

The figure is gross, before tax. For employees, it is usually shown through the employment contract and payslips. Freelancers and company owners show it through contracts, invoices and bank statements. The agency's checklist asks for bank statements covering the last three months, so the income should be visible in your account.

Convert dollar income carefully. Exchange rates move, and an application near the threshold can fall short if the dollar weakens. Build in a margin.

The document checklist

Residency Malta's checklist (version 11, last updated March 2026) lists what goes through its online portal for a new application:

  • Application Form N4 for each person in the application, plus consent forms signed by both parents for minor dependants.
  • Letter of intent: a signed, dated declaration explaining why you are moving to Malta and that you intend to apply for the permit.
  • Passport: a copy of every page, including blank pages, as one PDF per person.
  • CV showing your professional timeline and qualifications.
  • Bank statements for the last three months, showing all transactions in your name, with your income credited directly to that account. They must be official statements downloaded as PDF from your bank's portal or app.
  • Police conduct certificate for every applicant aged 18 or over, issued by the national or federal authorities of the country of origin, original, less than six months old and certified by the national or federal police system.

### Proof of your work

The checklist sets out what each category submits:

  • Employees: a contract showing the obligations to the employer and the duties, stating that the work may be performed remotely, independent of location, plus bank statements showing the salary for the previous three months.
  • Self-employed company owners: bank statements in your own name showing income from the business for three months, plus a certificate of incorporation and share register or the local equivalent.
  • Freelancers: service contracts showing duties and rate of payment, plus bank statements showing incoming payments from those contracts for three months.

### Family members

A spouse needs a marriage certificate. Unmarried partners in a stable relationship for more than two consecutive years submit a joint signed declaration, dated photographs and two supporting documents such as utility bills, leases, joint bank statements, flight tickets or affidavits. Children need birth certificates, and custody documents where relevant. A child who will not be accompanied by both parents needs prior approval from Residency Malta.

### After approval in principle

Once you receive a letter of approval in principle, you submit:

  • Proof of accommodation covering the full permit period. Your residence card is issued with this address. Leases in Malta must be registered with the Housing Authority.
  • Health insurance: a fully comprehensive policy covering you and all dependants for one full year and the validity of the card. The checklist states that travel insurance is not accepted as an alternative.

Other rules: documents not in English need an English translation, everything is submitted as PDF, and the application fee must be paid directly from the main applicant's bank account. Apply while your current stay in Malta is still lawful; the checklist warns that the application receipt does not extend your permitted stay, and applicants with an expired visa cannot apply.

Health insurance

Health insurance is a condition of the permit. The policy must cover you and your dependants for a full year, and travel insurance is not accepted. SafetyWing is one provider nomads and remote workers use. Check its official site for what it covers and what it costs.

After approval: biometrics and the residence card

Once Residency Malta approves the application, you complete biometrics with Identità, Malta's identity agency. Identità issues an interim receipt at the biometrics appointment and notifies you when the card is ready. Cards are collected at Identità's office in Msida, during the hours it publishes.

The card is your proof of status in Malta. Carry it when you travel and keep it with your passport when you re-enter the Schengen area.

Validity and renewal

The permit is valid for one year. For renewal, the checklist asks for new N4 forms, full passport copies, updated work evidence if contracts have changed, the last three months' bank statements, and evidence of residence in Malta: a bank statement showing transactions in Malta proving you lived there for at least a cumulative five months in the last twelve.

For the second and third renewals, you also submit a local practitioner tax declaration confirming that you have complied with the tax rules that apply to your income during the permit. Submit renewals two to three months before your permit expires; the agency refuses applications from people who have overstayed.

The five-month rule means the permit is not suitable for people who want a Maltese card while living mostly elsewhere. Keep evidence of your presence in Malta, such as your lease, utility bills, flights and bank card use.

Tax and social security

The nomad permit does not change Maltese tax law. Malta taxes residents who stay more than 183 days in a year, and non-domiciled residents are taxed on Maltese income and on foreign income remitted to Malta. Talk to a Maltese tax professional before the move about how your income will be treated.

On the US side, you still file a US return. The foreign earned income exclusion is $130,000 for 2025 and $132,900 for 2026, if you meet the bona fide residence or physical presence test. Self-employed nomads still owe US self-employment tax, as the IRS explains on its self-employment tax abroad page; Malta has no Social Security totalization agreement with the US.

Can I switch to a Maltese job?

The nomad permit does not allow you to work for a Maltese employer. If you get a job offer in Malta, the employer applies for a Single Permit through Identità, which combines residence and work authorisation. Self-employment for Maltese clients needs a separate permit route with a Jobsplus licence. Plan the switch before you start any Maltese work.

Common reasons applications fail

  • Income below €42,000 gross, or not clearly documented.
  • Contracts that show Maltese clients or a Maltese employer.
  • Police certificate older than six months.
  • Bank statements that are not official PDFs, or income paid into another person's account.
  • Unregistered lease.
  • Health insurance with gaps or the wrong territory.

Checklist

  1. Confirm your category: employee, partner or shareholder, or freelancer.
  2. Check income against €42,000 gross with a margin.
  3. Order a federal police certificate so it is under six months old at submission.
  4. Arrange health insurance valid in Malta.
  5. Sign and register a lease.
  6. Submit the application to Residency Malta with the current checklist.
  7. Complete biometrics with Identità and collect your card.
  8. Spend at least five months a year in Malta to qualify for renewal.
