Gozo is the second-largest island of the Maltese archipelago, a short ferry ride north-west of Malta. Many people who look at Malta also look at Gozo, which is quieter and more rural. Living there is still living in Malta: the same residence permits, tax rules, lease law and driving rules apply. What changes is distance. Hospitals, government offices, schools, shopping and work are organised around Victoria, the island's main town, and anything not on Gozo means a ferry. This guide sets out what is different, using the Ministry for Gozo, the health authorities, Identità and Gozo Channel.
Same country, same rules
Residence permits are issued by Identità for all of Malta, including Gozo. Tax residence is set by the MTCA's tests, and leases fall under the Private Residential Leases Act, which requires registration with the Housing Authority within 30 days of the lease starting. Your US license gives you the same 12 months from last entry on either island.
### Government on Gozo
The Ministry for Gozo describes its role as securing the economic and social prosperity of Gozitan entities and residents, taking account of the island's distinct character. It works to steer national policies and funding programmes toward Gozo's needs.
The Gozo Regional Development Authority, based at 75 Republic Street in Victoria, formulates and helps implement regional policies and aims to make sure Gozitan interests are considered in national policy.
### Identità on Gozo
Identità lists separate Gozo contact points for expatriate e-residence cards, with distinct email addresses for EU and non-EU applicants, and a Gozo passports office. Non-EU residents on Gozo should use the Gozo non-EU address when dealing with residence card matters.
### Servizz.gov
The government's services portal lists Gozo-specific services, including:
- a Gozo Channel Family Pass;
- a Daily Commuter Travel Card and a Frequent Travel Card;
- admission to the Santa Marta Day Centre in Gozo;
- a government after-hours veterinary emergency service;
- a pass for free transport of agricultural products from Gozo to Malta;
- government maintenance works in Gozo.
Healthcare on Gozo
### Gozo General Hospital
Gozo General Hospital is the only hospital on the island. It provides acute and complex services, emergency services, inpatient and outpatient care and community outreach, and caters for psychiatric and long-term care. It is open 24/7, with administrative offices open 7:00 to 15:00.
The hospital is connected to Mater Dei Hospital in Msida by 24/7 air and land ambulance services for emergency and specialised care. In an emergency, call 112.
### Primary care
Primary HealthCare runs public primary care across Malta and Gozo through health centres, community clinics and a 24/7 telemedicine support centre. The European Commission's Malta page lists the Victoria health centre, at Gozo General Hospital, among Malta's public health centres.
### Entitlement
The Entitlement Unit explains that free public care goes to entitled persons, mainly people covered by Maltese social security. Employees and the self-employed who pay contributions use their residence card as proof. Retirees and remote workers who do not pay contributions rely on private insurance, which their permits require. Medicines prescribed during an inpatient stay or for three days after discharge are free for entitled persons; later prescriptions are paid in full.
Some specialised care is centred on the main island. The Entitlement Unit asks people needing dialysis, oxygen therapy or chemotherapy to arrange appointments in advance at Mater Dei or the Sir Anthony Mamo Oncology Centre.
The ferry link
### Gozo Channel
Gozo Channel runs a 24-hour, year-round car and passenger ferry between Ċirkewwa on Malta and Mġarr on Gozo, subject to weather and operating conditions. The crossing takes about 25 minutes. There are no reservations; boarding is first come, first served.
Tickets are paid and validated at Mġarr, before the return or start journey. Standard round-trip tickets are valid for six months.
### Resident fares
Gozo Channel's fares favour Gozitan permanent residents with a valid identity card:
- foot passengers: €1.15 for Gozo residents, against €4.65 standard;
- car and driver (up to 5.3 m): €8.15 for Gozo residents, against €15.70 standard;
- senior permanent residents travel free as foot passengers.
Ask at the Mġarr booths which fare your residence document qualifies you for before relying on it in a budget.
### Fast ferry
Malta Public Transport markets a Gozo HighSpeed service between Malta and Gozo, with an Explore Flex bundle combining it with buses on Malta. It is a separate service from Gozo Channel's car ferry.
Getting around on Gozo
Gozo's bus network centres on Victoria. The government's free public transport scheme lets residents with a personalised tallinja card ride scheduled buses free. If you drive, Gozo's village roads are narrow and the island drives on the left like Malta.
Renting on Gozo
Housing on Gozo follows the Private Residential Leases Act (Chapter 604), the same law as on Malta. The points that matter most to a new arrival:
- Minimum term. A long private residential lease cannot run for less than one year. An agreement stipulating a shorter term is treated as agreed for at least one year.
- Short leases. A short private residential lease is negotiated for six months and is meant for specific categories of lessee, such as non-resident workers employed for less than six months. A remote worker or retiree settling on Gozo is normally on a long lease.
- Landlord notice. The lease ends at the end of its term only if the landlord gives at least three months' notice by registered letter. Without that notice the lease is deemed renewed for a further year.
- Tenant notice. If you want to leave on the agreed end date and the landlord has not served notice, you give at least one month's notice by registered letter.
- Registration. Leases are registered with the Housing Authority. Keep the confirmation, because Identità asks for proof of accommodation in residence applications.
Because many Gozo properties are farmhouses and village houses rather than apartments, read the inventory and maintenance clauses closely before signing. The Act sets the framework; the contract sets the details.
Pets and the after-hours vet
Servizz.gov lists a government after-hours veterinary emergency service among its services for Gozo. If you bring a dog or cat, note the number when you arrive, since private clinics on a small island keep limited hours.
Older residents
The Santa Marta Day Centre in Gozo takes applications through Servizz.gov. Combined with free foot-passenger ferry travel for senior permanent residents of Gozo, this is part of why some retirees look at the island.
What to weigh before choosing Gozo
- Work. If your job is on Malta, budget time and fares for daily crossings, and check the commuter cards on Servizz.gov.
- Healthcare. Know which services are at Gozo General Hospital and which mean a trip to Mater Dei.
- Weather. Ferry service depends on conditions, so leave margin around flights from Malta International Airport.
- Paperwork. Use Identità's Gozo contacts for residence cards.
- Leases. The same registration rules apply; ask for the Housing Authority confirmation.
Common questions

How much is the Gozo ferry for residents? Gozo Channel lists €1.15 for Gozitan permanent resident foot passengers and €8.15 for a resident car and driver, with a valid identity card.
Can I book the Gozo ferry? No. Gozo Channel does not take reservations. Tickets are validated at Mġarr in Gozo.
