Finland's roads are in good condition, distances are long, and outside the big cities a car makes daily life much easier. Whether your US license is enough depends on whether you are visiting or have moved, and on how long you have lived in Finland. The rules below come from Traficom, the Finnish Transport and Communications Agency, and from InfoFinland.
The age and residence basics
To drive in Finland you must meet the age and health requirements for a Finnish license; you can get a Finnish license from age 18. Traficom adds a rule that surprises some people: you can only drive in Finland on a foreign license if you got it before moving to Finland. A foreign license is not valid if your permanent residence was in Finland when it was first issued.
Finland drives on the right.
Which category a US license falls into
Traficom sorts foreign licenses into three groups:
| Group | While visiting | After moving permanently | |---|---|---| | EU or EEA licenses | Valid during the license's validity | Valid until expiry, then replaced | | Contracting States (Geneva or Vienna Road Traffic Conventions) | Valid | Two years from your move | | Other countries recognized by Finland | Valid as a tourist | One year from entry in the population register |
Finland and some 110 other countries are signatories to the Geneva and Vienna Conventions on Road Traffic. Licenses from those Contracting States are treated more generously than licenses from other recognized countries. Traficom publishes the list of Contracting States on its exchange page; check there that your license's issuing country appears, since the length of your grace period depends on it.
Driving as a visitor
On a visit, you may drive with a valid license from a Contracting State. During a traffic check, you present your license to the police together with either:
- an international driving permit (IDP); or
- an official translation of the license into Finnish, Swedish or English.
You need neither if your national license clearly shows the license categories and its validity. Many US state licenses show an expiry date but describe classes in state-specific codes, so carrying an IDP is the simple way to avoid an argument at a roadside check.
After you move: the grace period and the exchange
If you move to Finland permanently with a license from a Contracting State, you may keep driving on it for two years. After that you are no longer entitled to drive on the foreign license. If your license expires before the two years are up, exchange it earlier.
Traficom says the exchange takes approximately three to four months, so start well before the deadline. The precondition is that you live permanently in Finland, or study in Finland with studies that have lasted at least six months.
### What to bring to Ajovarma
Exchanges are handled at Ajovarma, Traficom's customer service provider. Booking an appointment speeds things up. Bring:
- the foreign license you are replacing;
- if needed, an official translation into Finnish, Swedish or English, signed and stamped by the translator; none is required if the license clearly shows the issue and expiry dates and categories;
- two passport photographs;
- a medical certificate, which is required for exchanging a license issued in a Contracting State and is valid for six months.
### What happens next
Your foreign license is sent to Traficom for storage, and you receive a temporary license from Ajovarma for the duration of the process, provided your foreign license would still be valid in Finland. A temporary license cannot be issued if your foreign license has already expired. Your US license is returned only when you move out of Finland.
Traficom then sends one of three things:
- your Finnish license by post, if no driving examination is needed;
- a message that you may schedule a driving examination; or
- a negative decision.
If you need an examination, book it at Ajovarma. It consists of a theory test and a driving test. A Finnish license is valid for a maximum of 15 years and is then renewed.
### Edge cases
- If you renewed a license obtained abroad while living in Finland, it may still be exchanged.
- If you first received the right to drive while having a permanent address in Finland, the foreign license cannot be exchanged; you would need a Finnish license from scratch.
Rules of the road worth knowing
InfoFinland highlights rules that matter in daily driving:
- Winter tires are required by law in winter. You can use studded or non-studded snow tires, but studded tires cannot be used in summer.
- Driving under the influence is a crime. Driving any motor vehicle while intoxicated by alcohol or drugs is an offense.
- Rules are enforced. The police enforce traffic rules, and violations bring fines.
Winter driving in practice
Finnish winters are long, and the season shapes every drive. Plan for darkness in the afternoon, ice on side streets, and snowbanks that narrow residential roads. Practical habits newcomers adopt quickly:
- change to winter tires before the first frost rather than after the first skid;
- keep a snow brush and ice scraper in the car and clear all windows, not a peephole;
- allow extra time, since braking distances on ice are much longer than on dry asphalt;
- watch for wildlife on rural roads, especially at dusk.
If you have never driven on snow, a few hours of practice in an empty parking area teaches more than any guide.
Owning a car
InfoFinland notes that buying and running a car in Finland is fairly expensive. Owners must:
- take out motor insurance (liikennevakuutus) from an insurance company;
- have the car inspected and registered; registrations happen at inspection stations, insurance companies and car dealerships, among others;
- handle insurance, registration and tax if bringing a car from abroad.
Shipping a US car brings vehicle tax and registration questions, so read Traficom's import guidance before you decide.
Not driving at all
Many residents of Helsinki and other cities do without a car. Trains run by VR and long-distance buses sold through Matkahuolto reach most of the country, and the largest cities have well-organized local transport.
A timeline for new residents
| When | Action | |---|---| | Before you move | Get an IDP; check Traficom's Contracting States list | | First months | Drive on your US license with the IDP | | Around month 12 to 18 | Get a medical certificate and book Ajovarma | | Before 2 years | Complete the exchange; drive on the temporary license meanwhile |
Common questions
How long can I drive in Finland on a US license after moving? With a license from a Contracting State of the Geneva or Vienna conventions, two years after moving permanently. Other recognized countries' licenses are accepted for one year after population registration.
Do I need an international driving permit in Finland? Not if your license clearly shows categories and validity; otherwise carry an IDP or an official translation into Finnish, Swedish or English.
How long does a license exchange take in Finland? Approximately three to four months, with a temporary license from Ajovarma while it is processed.
Will I have to take a driving test? Possibly. After reviewing the application, Traficom either sends the license, tells you to schedule a theory and driving test, or issues a negative decision.
